When should I apply for an ROTC scholarship?

Adelaide Asked: When should I apply for an ROTC scholarship?

I'm currently a junior in high school and I want to get a 4 year scholarship from the ROTC. When should I start applying? I graduate from high school in June of 2013, should I wait until my senior year to apply for the scholarship? Also how likely is it that I will get the scholarship? My GPA is 3.7, I have only taken one AP course (World History) I don't plan on taking another AP next year, I'm involved in tons of extracurriculars. I coached soccer to kids in the morning for community services hours (I have about 250 total), during the summer in between my freshman and sophomore year I was a coach/counselor at a kid's sports camp (got community service hours), I joined track and field for two years, I joined this year but because of weather track got cancelled overall, I plan on joining a lot more sports next year, I tutored a middle school kid (for money), I was in all the school plays (don't know if that matters), I've been a representative of the Student Council since freshman year, I plan on running for president next year (chances of me winning are very high), I am committed to doing a lot better in school (academically) next year so hopefully that raises my GPA, and I participated in Model United Nations this year. Also, I speak English, Vietnamese, and Chinese. So again, my question is when should I apply for an ROTC scholarship and what are the chances of me getting that scholarship? Also, I'm currently a US citizen living overseas in China (I go to an international school with an American based system and my dad's job relocated us here to China). Would this interfere with my recruitment into the ROTC? I will definitely be in the US for college though. Thanks a bunch!
